In summary, increases in the supply of agricultural labour can be expected for many years to come in the agriculture-based countries of Africa and Asia. With an increase in the agricultural population in these countries farm size is likely to decline, as has happened in East and Central Africa. This as it happens led to increasing numbers of small farmers and landlessness in these countries. However, there is need to promote growth in both the industrial and service sectors to absorb the anticipated growth rate of surplus agricultural labour. Moreover, it is important to emphasise that the continued existence of large numbers of small farms in developing countries has significant implications for the existing types of agricultural technology in terms of scale and innovation and for agricultural institutions in terms of research, extension and development.
